The mopeds I had on the lates 70s and 80s were generally capped at 30 unless they had been modified, (there is a big thing in Europe with modifying them for high speed). Capping is pretty easy to remove because it's just a regulator on the carburetor. One moped I owned in the 80s could do 60mph, but on a flat road for 2 miles (modified).

For a machine to legally qualify as a moped they can't exceed 30 mph?

Because our main characters are cops, they immediately suspect the brain thieves are communists and/or very specific ethnic minorities.

After locating a girl communist, we bring her in for an interview in our secret surveillance interview room and use its illegal spy technology to tell if she is lying.

For unclear reasons, she pretends to know about the murder but doesn't actually, so we cut to some black dudes hanging out by a campfire in a derelict building forest.

We learn that the rich guy who was killed was a megarich famous guy who was possibly going to rule the city and also being the next president. As we know how rich famous guys becoming president has turned out, the monster might have done us a favor.
