We see some bugs crawling on a photograph of what I think is tribune tower, then the bug scientist and soldiers shoot them with small arms and they fall off.
It seems like guns in this movie get more powerful the closer they are to Chicago. Inside the loop, a tommy gun will easily kill a giant Locust. Outside the city limits, even tank cannons will not harm them.

The situation must have escalated off screen because we saw a cop screaming into his car phone "OMG the whole town has been destroyed!" and in the next scene the army is setting up a road block and a Pretty 50s Girl (TM) is driving up to it.
We learn she is a reporter and, like the audience, wants to see whatever is going on in this movie but the army corporal running the roadblock won't let her through. She drives away and sneaks in.
"Towns disappear all the time lady, get used to it"
"Alright lady, did you destroy the town of Ludlow?"
"Yes, officer"
"Well, don't let it happen again."
"We'll get a team of our finest hatted white men to investigate"

Those are very sneaky incredibly loud giant locusts. An entire platoon didnβt notice them until the locusts were literally on top of them.

We drive to the army office, then barge in and yell "Giant Locusts destroyed the Town!" The army captain is like "what, no." Then the chatty scientist is like "oh no this is my fault, a normal locus ate some of my giant plants and must have turned into a giant locust."
Unaware that he's in a monster movie, the army captain does not believe him, but he agrees to send a truck full of soldiers to look for it anyway.
